    SUPPORT TO THE GOVERNMENT OF BURUNDI FOR THE PROVISION OF A SHORT-TERM CONSULTANT TO PROVIDE AN DATA CAPTURE SYSTEM FOR VAT REVENUE MANAGEMENT FOR THE OFFICE BURUNDAIS DES RECETTES.The main objective of this project is to support the effective start-up operationsfor the new Office Burundais des Recettes (OBR) with the provision of an datacapture system to support VAT revenue management.Scope of Work- We will be responsible for building an identified data capture system to theneeds of VAT new procedures in order to support better tracking and traceabilityof existing taxpayers for the OBR and to support the ASI/DFID team charged withmanaging the transformation of revenue management procedures to the OBR.The specified objectives of the assignment are:a) To build an VAT software system to the needs of the OBR based on theanalysis of existing systems, records management and recommended changesto bridge the many gaps in the existing system,which are subject to abuse andconsequent loss of revenue;b) To match the system to current MoF documentation;c) To provide a data capture system that will be complementary to the proposedlong-term solution for the OBR, giving particular attention to compatibility of dataentry with the proposed longer-term IT solution;d) To ensure an operational interim system is in place before the end of July2010, ready for beta testing and training of MoF/ OBR staffing early August.E) TO PROVIDE SUPPORTING TRAINING FOR MOF/OBR STAFF ON THE INTERIM SYSTEM PLUS OPERATIONAL DOCUMENTATION ON ITSAPPLICATION.
