    Director, Office of Overseas Prosecutorial Development, Assistance and Training, Criminal Division, U.S. Department of Justice. Oversee the development, management, and implementation of the Department of Justice international prosecutorial training and legal system development programs, including post-conflict reconstruction, focusing on seven critical crime threats: 1) terrorism, 2) organized crime, 3) money laundering and asset forfeiture, 4) corruption, 5) narcotics trafficking, 6) trafficking in persons, and 7) cyber crime and intellectual property. Supervise the Washington-based headquarters staff and the Department’s Resident Legal Advisors posted in 21 countries. Manage programs in 57 countries with a total budget of $45 million.
    1994
    Developed and implemented in-service training programs designed to enhance the competence and effectiveness of the Haitian judiciary. Established model prosecutor offices in 7 of Haiti's 15 jurisdictions. Provided technical assistance to the Ministry of Justice on a comprehensive plan to evaluate current members of the judiciary, and recruit and train new judicial personnel. Supervised a team of three Department of Justice attorneys, five local jurists, and three support staffs.
