07/2009 - PresentTeaching economic policy for low-income countries at UCT.
09/1985 - 05/2009The IMF is involved in policy-based lending, and economic surveillance and analysis of its member countries. Over the last 14 years, I have been the country desk officer for: Madagascar, Zambia, Ghana, Ethiopia, Uganda, Zimbabwe, and Nigeria. The desk is responsible for preparing the economic strategy, monitoring the lending program, providing the economic analysis, and managing the database. My specialty has been managing the medium-term macro-framework and designing monetary and financial sector policies. I have also worked on some 10 other African countries, many of which were post-conflict cases or in the French franc zone.
07/2001 - 07/2003I have served twice as the IMF representative in Africa.IMF Resident Representative in Zambia (August 2001-July 2003). I was the spokesperson for the IMF, working closely with the government, official donors, and civil society on formulating, implementing, and explaining economic policies. I participated in some 20 economic conferences, and had an active public relations program with the media.IMF Resident Representative in Uganda (July 1992 - July 1995)This period was a turning point for Uganda. I participated in the policy formulation and the implementation of this successful economic program.
08/1998 - 08/1999Sabbatical at Oxford University (August 1998 – August 1999)I had a sabbatical year at the Center for the Study of African Economies at Oxford University, where I attended courses and undertook research projects on Zimbabwe economic policy and donor aid.
06/1978 - 06/1982I worked at Global Insight, in their international division, when it was still DRI. I worked in their Brussels office for about 2.5 years and had responsibility for clients in the UK, Switzerland and Germany. During this time I did a lot of work with chemical companies, like BASF and Ciba Geigy, and banks, like Swiss Bank Corp. I later worked in Boston with US clients on a range of international issues, including the ATT breakup.
07/1975 - 07/1977American Express International Card Division, Brighton, England (July 1975 - July 1977)As an independent consultant, I developed a short-term business forecasting model to predict US credit card spending in Europe, and various statistical projects, including projecting the attrition rate of credit card holders.
01/1974 - 01/1976I was a Lecturer in Management Science, teaching courses mainly in the fields of managerial economics and operational research.
