AJacob Lawrence was an illustrator of Bible Story books when he came to the attention of Lynn Cheney who is, unfortunately, incapable of thought beyond the elementary school level. Through Cheney's influence, Lawrence was named Chairman of the National Endowment for the Arts. He had no particular training or experience in the arts, but all the positions at FEMA were filled.His tenure was marked by significant controversy, and the NEA made very few grants during the years of his appointment. Lawrence became a leader in the Moral Arts movement, and instituted the requirement, later overturned by the courts, that grant applications had to be accompanied by letters of reference from three clergymen.The NEA, under Lawrence, refused to make grants to drama or film, believing that these genres were "intrinsically depraved".In the fine arts, a few grants were made to support mass choir performances of patriotic and religious music. Lawrence wrote very movingly of his dilemma in supporting the pictorial arts. realism, he argued, was an attempt to imitate God, and could not be supported. But, and this was the source of considerable public debate, abstract art ignored the perfection of the world as created by God.
