AWhether genetic engineering is ethical depends on exactly what is being done, and why (for what gain?) I am not familiar with the experiment you mentioned in your question, so I can't speak to that in particular. I can, however, see imagine several benefits that could come from engineering mammals. For example, if we could engineer a sheep with human HLA genes, this sheep may be able to grow histocompatable organs for humans. Whether this is ethical or not depends on how you feel personally. If you believe, as some do (eg Ingrid Newkirk and PETA), that any use of animals for our benefit is immoral, then it doesn't matter what we can do. If you believe that we can and/or should pursue this type of research, then it just depends on what the aim of the research is, and whether the goals justify the methods needed to accomplish those goals. That is best evaluated by a panel of experts in the field, and, indeed, is. All federally funded research is extensively peer-reviewed to assure that the research is performed in an ethically sensitive way.
