"That idiot" probably had a lateral transfer because he was incompitant in the last job for that company..

AA manager's purpose is to make the workers more productive, usually by removing impediments to productivity. The manager needs to know about problems in order to resolve them. However, there are problems for which the workers, themselves, can provide the best solutions.
