ABecause there are areas that are more prone to mudslides/landslides/etc.Nowadays, studies MUST be performed (in Canada at least) to determine the probability of said events. A report must be produced by an engineering firm. This report may (or may not) be used by the owner/developer of that land in order to get a building permit.If the government agency that hands out permits thinks that there is a high chance of mudslide/landslide just off the top of their head, they can ask that a report be provided. But if they don't think about it at the time of the request for a building permit, they can issue it without taking the mud/landslide into account.So, the government usually does check into this, but not necessarily and not always.For example, the land developer, upon noticing that no engineering report is requested, might forego the extra expense of having an geotechnical engineer study the land. Even though it's in a location that is clearly mud/landslide prone.

The knowledge of orbital mechanics is a must, and learning curve is very steep. I highly recommend it.I have been using it for almost two years. It took a very long time (almost a year) to finally figure out all the details and dock with the ISS (international space station) using the Orbiter. Going to Mars and the outer planets are an even greater challenge. Have fun as well as frustrations! :o)
